بازهم قيمت منطقه‌ای آب


داشتم اين مقاله را می‌خواندم که ياد بحثی که سر قيمت‌گزاری منطقه‌ای آب داشتيم افتادم. فکر کنم زيادی خودم را تحويل گرفته بودم که فکر کرده بودم ايده قيمت‌گزاری آب خام بر اساس کم‌يابی منطقه‌ای را پيشنهاد داده‌ام. چرا که بر طبق اطلاعات اين مقاله اين موضوع خيلی بديهی است و اجرا هم می‌شود. مثلا در شهرهای ايالات کاليفرنيا قيمت آب از ۰.۵ دلار به ازای هر صد فوت معکب تا ۳.۸ دلار متفاوت است. يعنی چيزی حدود ۸ برابر تفاوت. دليلش را هم توضيح می‌دهد. شهر اول در دامنه کوه قرار دارد و منابع آبی فراوان دارد در حالی که شهر دوم با مشکل کمبود آب مواجه است. جالب است که قيمت آب حتی در يک شهر هم در سال‌های مختلف و متناسب با فراوانی آب متغير است. قضيه خيلی شبيه بحث ما است. يادتان است مثال اروميه و زاهدان و فراوانی و کميابی آب را زدم و تقريبا همه دوستان (غير از نيک‌آهنگ زمين‌شناس که پسر پدر علم آبخوان‌داری در ايران است و يکی دو دوست ديگر) با نظر من قاطعانه مخالفت کرديد. خب اينم مثال از دنيای واقع برای ساپورت حرف قبلی‌ام.

ایده در تئوری که خب درست است. فکر نکنم کسی هم با تئوری بحث مخالفتی داشت. این که جنس کمیاب‌تر، قیمت بیشتر. بحث سر اینه که کلی پارامتر دیگه هم هست. این ور و آن ور کالیفرنیا خیلی با هم فرق نداره. ولی بین زاهدان و تهران از زمین تا آسمان فرق است. در کالیفرنیا قیمت زیاد شه، مصرف کم می‌شه. در زاهدان قیمت زیاد شه، مردم اول بدبخت میشن بعد معتاد.

One: Son to be Dr. Ghoddusi: I did not read your post on water because from the second line it was obvious that the matter was a basic one, so was your previous post on women at work etc. In US, almost no law, no rules, no regulation etc are fixed like Procrustes’s bed. Procrustes was a legendary outlaw who lived in the wilderness near ancient Athens. His house was near a special road, and he would invite weary travelers to spend the night in a special bed that he kept for visitors. The catch was this: If you were too tall for the bed, Procrustes would chop off those parts of you that stuck out; and if you were too short for the bed, he would stretch you to the size of the bed.

Regardless of the water price in different part of US, usually Federal and State government have hundreds of way to subsidize the extra fees so that people keep functioning normally.

Four: one can draw a chart just by choosing different starting points and the chart really does not reveal the underlying truth about economic. Graciela Chichilnisky is a world-class economics and her specialty is global economy. She uses a branch of mathematics called topology to visualize the growth of national economics. She says, “ In economics we are dealing with large structures and it is very difficult to predict any single thing that will happen, but large shapes we can predict. In my own work I have introduced the study of certain cones, and the topology of these cones, to understand how markets operates.” Her cones are very complicated but the simplest one has just three dimensions. For example to examine production in three dimensions, she uses cones. One axis of the graph represents the quantity of goods produces by a country. The second axis represents the amount of natural resources required to produce the goods.

Three: If I am not mistaken your economic plans are sort of Russian style crude capitalism, let the wild dogs out and see who can survive. In some of your post, you have inclination that government should not step in at all, but they do it all over the world.. After September 11. the government had to help the airline industries to keep flying or else they would have filed bankruptcy. European governments were involved in design, develop and manufacturing of Air bus, or else no single private corporation had the finance to build iand to compete with Boeing. Singapore has the largest R& D in the world and the government is heavily involved, so does Japan.

Two: For example almost all farmers are subsidized by either federal or state government for fertilizes, water, electricity, automobile and heating gasoline and even for sewage drainage fees. ---trucks that empties rural fazelab---- or else they would quit farming and the consequences would be great.

Even IBM that has nothing to do with agriculture get one million dollars annually just because IBM had some farm in some place and also IBM do not want the money but the government sent it anyway. There are hundreds of incentives for first time homebuyers, for minorities entering universities, for health and dental program for uninsured, lower rate loan for small business etc. The goal is everyone should have a decent---- not necessary luxury--- life, because they consider not the parts but the whole. If most people fall in bell curve the extreme deviation would not destabilize the system.

Five: The third axis represents the amount of knowledge use to produce the goods. When Chichilnisky plots a country’s economic activity on such a graph, it comes out to be in the shape of a cone---a production cone. The shape of the cone tells her a lot about the efficiency of the economy. For example, a cone that is fat in the knowledge direction tells us that the economy uses its knowledge very effectively. A cone that is thin in both the resources and knowledge direction makes inefficient use of both resources and knowledge. According to her, an economy that is heavily reliant on knowledge, such as the US economy, will have a narrow market cone. The range of potential prices within the economy is small, and there is not much fluctuation in the stock market. An economy that relies more on natural resources will have a broad market cone, which means that the potential range of prices is large. Mexico is an example of such an economy.

Seven: Mr. Ghoddusi: Here it comes your short coming, as I have said on and on, you separate one element of the system and try to come up with solution. Well when you put this part into the system, it won’t work. For a knowledge-based economy, one needs a very educated work force and etc. Without improving the education—making it available for more people---, political system, no economic plan would work. --- Not just for elites, that you value them too much--- economy would rely on resources and as we know resources are limited. If Spain of 45 million people have GDP of more than 800 Billions dollar which equals to GDP of twenty –four Middle Easternian oil rich nations of around 200 million people, it is because of their political, social and education system and not that they have a better economical theory than us.

Six: Chichilnisky ‘s fascinating result is that, her cones graphs show in a very dramatic fashion that the world’s economics are separating into two distinct classes. The knowledge intensive economics will increasingly just trade among themselves, leaving out the resource-based economics. Chichilnisky believe that many of the modern trading alliances and blocks we see forming today are a result of this relationship.

Sorry, number seven had some mixing up, the correction is: Without improving the education—making it available for more people, not just for elite that you value too much-

من نمی دانم اروپا چطور است ولی اینجا گویا همه قیمت ها بر اساس قواعد بازار تعیین میشود. من اون اوایل که اومده بودم فکر می کردم لوازم التحریری دانشگاه چون برای دانشجوهاست باید ارزان تر جنس بفروشد بعد دیدم نه تنها ارزان تر نیست به شدت گران تر هم هست. لابد چون طرف حساب می کنه برای ایجاد فروشگاهی در داخل دانشگاه هم باید جنس را بیاورد در دسترس دانشگاه (هزینه حمل ونقل)و هم اینکه تعداد مشتری هایش از یک فروشگاه عادی مثلا در mall کمتر است پس بايد گران تر بفروشد. سوبسيد هم خبری نيست. ممنون از لينک.
